หลวงพ่อเพชร เป็นพระพุทธรูปปางมารวิชัย สมัยเชียงแสน ประดิษฐานอยู่ในพระวิหารของวัดท่าถนน อำเภอเมือง จังหวัดอุตรดิตถ์ วัดท่าถนนเดิมชื่อวัดวังเตาหม้อ เป็นวัดเก่าแก่สร้างมาตั้งแต่สมัยกรุงศรีอยุธยา ตามประวัติกล่าวว่า เมื่อปี พ.ศ. 2436 หลวงพ่อด้วง เจ้าอาวาสวัดหนองไม้ ได้เดินทางผ่านวัดร้างแห่งหนึ่งเป็นวัดโบราณ พบจอมปลวกขนาดใหญ่แห่งหนึ่งรูปร่างรูปแหลมผิดกลับจอมปลวกทั่วไป จึงได้เอาไม้เคาะปลายแหลมที่เป็นยอดของจอมปลวกนั้นจนดินหลุดออก เห็นเกศพระพุทธรูปโผล่ออกมา หลวงพ่อด้วงจึงสั่งให้พระและลูกศิษย์วัดที่ร่วมเดินทางไปด้วยช่วยกันขุดดินจอมปลวกออก ก็พบพระพุทธรูปขนาดค่อนข้างใหญ่ ฝังอยู่ในจอมปลวกแห่งนั้น ต่อมาหลวงพ่อด้วงเห็นว่า วัดหนอนไม้ไม่มีพระอุโบสถที่จะประดิษฐานพระพุทธรูปได้อย่างเหมาะสม ประกอบกับมีประชาชนที่ทราบข่าวพระพุทธรูปองค์นี้ ได้มากราบไหว้บูชาสักการะเป็นจำนวนมาก นอกจากนั้น ยังอาจมีปัญหาเรื่องโจรผู้ร้าย จึงพิจารณาเห็นว่า หากเชิญพระพุทธรูปองค์นี้ไปประดิษฐานที่วัดวังเตาหม้อ (คือวัดท่าถนนในปัจจุบัน) วัดแห่งนี้มีพระอุโบสถ และตั้งอยู่ในที่ชุมนุมชน สะดวกแก่การไปนมัสการของประชาชน ท่านจึงได้อัญเชิญพระพุทธรูปไปประดิษฐานไว้ที่วัดวังเตาหม้อ ประกอบกับเป็นพระพุทธรูปประทับนั่งขัดสมาธิเพชร คนทั่วไปจึงเรียกกันว่า ” หลวงพ่อเพชร ” ต่อมาเมื่อปี พ.ศ. 2443 พระบาทสมเด็จพระจุลจอมเกล้า ฯ ทรงสร้างวัดเบญจมบพิตร ได้มีการรวบรวมพระพุทธรูปที่เก่าแก่และสวยงาม ที่อยู่ตามหัวเมืองต่าง ๆ มาประดิษฐานไว้ที่วัดเหล่านี้ พระพุทธรูปหลวงพ่อเพชร ซึ่งมีพุทธลักษณะงดงาม ก็ได้รับเลือกสรรให้อัญเชิญมาประดิษฐานที่วัดเบญจมบพิตร พร้อมกับพระพุทธรูปองค์อื่น ๆ จากทั่วราชอาณาจักร การที่ต้องนำหลวงพ่อเพชรไปจากวัดวังเต้าหม้อทำให้เจ้าอาวาสเสียใจมาก จึงได้ออกจากวัดธุดงค์ไปในที่ต่าง ๆ สุดท้ายได้มรณภาพบนภูเขาในป่า ต่อมาเมื่อปี พ.ศ. 2453 พระบาทสมเด็จพระจุลจอมเกล้า ฯ ได้โปรดเกล้า ฯ ให้อัญเชิญพระพุทธรูปหลวงพ่อเพชร กลับคืนไปประดิษฐานไว้ที่วัดวังเตาหม้อตามคำขอของชาวเมืองอุตรดิตถ์ เมื่อปี พ.ศ. 2473 พระครูธรรมกิจจาภิบาล ร่วมกับประชาชนชาวเมืองอุตรดิตถ์ได้ช่วยกันสร้างพระวิหารขึ้นใหม่ และอัญเชิญพระพุทธรูปหลวงพ่อเพชรมาประดิษฐานไว้ในพระวิหาร เพื่อให้ประชาชนได้เข้ามาสักการะบูชาได้สะดวก พระพุทธรูปหลวงพ่อเพชร เป็นพระพุทธรูปสมัยเชียงแสนรุ่นแรก ที่เรียกกันว่าพระพุทธรูปเชียงแสนสิงห์หนึ่ง หล่อด้วยทองสำริด ปางมารวิชัย ชายสังฆาฎิสั้น ประทับนั่งขัดสมาธิเพชร หน้าตักกว้าง 32 นิ้ว สูง 41 นิ้ว มีพุทธลักษณะงดงามมากชาวอุตรดิตถ์ถือเป็นพระพุทธรูปสำคัญประจำเมือง ผู้ที่มาสักการะบูชาและบนบานกับองค์หลวงพ่อเพชรมักจะสำเร็จสมหวังแทบทุกราย องค์ที่นำมาลงนี้เป็นพระกริ่งหลวงพ่อเพชรสร้างในปี2500 มาพร้อมกับบัตรรับรองพระแท้จากเว็บจีพระซึ่งมีมาตราฐานสูงเชื่อถือได้ จัดว่าเป็นของดีราคาเยาว์ที่น่าใช้มากอีกชิ้นหนึ่ง
